خطط أمنية خاصة بشهر رمضان المبارك

وجهت قيادة وزارة الداخلية قوات الأمن الخاصة، وشرطة الدوريات وأمن الطرق، وشرطة السير، بالإضافة إلى إدارات الأمن في المحافظات، بوضع خطط أمنية خاصة بشهر رمضان المبارك، تستوعب متغيرات وأنشطة المواطنين، وكذا مواعيد الدوام الرسمي في مختلف القطاعات وخاصة الحكومية، لتوفير المناخات الأمنية الملائمة للشهر الفضيل.

وأكدت وزارة الداخلية في توجيهها على ضرورة تضمين الخطط الرمضانية منع حمل الأسلحة النارية في العاصمة صنعاء وبقية عواصم المحافظات، وتفعيل دور الأحزمة الأمنية في كل محافظة في جانب ضبط الأسلحة المخالفة والسيارات المشبوهة والمطلوبين أمنيا ، وكذا تشديد الحراسات والدوريات الأمــنية في وقت الذروة، وفي الأوقات الميتة من الســـاعات الأخيرة من الليالي الرمضانية.

مشددة على أهمية توفير وجبات الإفطار لجميع الخدمات الامنية وأفراد الدوريات إلى مواقع عملهم، مع توفير وجبات الإفطار والسحور في كل المرافق الأمنية، ورفع درجة الاستعداد للوحدات المكلفة بحراسة المنشآت الحيوية الهامة والسفارات وغيرها.

كما أكدت على ضرورة الإشراف والتعقيب المستمر من قبل قادة الوحدات ومدراء أمن المحافظات على سير الخدمات والحراسات كل في مجال اختصاصه ورفع تقارير عن مستوى التنفيذ في كل محافظة إلى قيادة وزارة الداخلية.

Special security plans during the month of Ramadan

Monday 9th July 2013

The head of the Ministry of Interior met with special security forces, police units, road safety, and traffic police, in addition to security departments in the provinces, to see the status of the special security plan for the month of Ramadan al-Mubarak, to accomodate changes is citizen’s activities. He also confirmed the official dates in different public and private sectors, to provide an appropriate security climate for the Holy Month.

The Interior minister confirmed in the meetings on the necessity for the Ramadan plan to contain a ban on carrying fire arms in the capital Sana and the rest of the provincial capitals, and activating the role of “security belts” in every province to deal with side arms control, suspicious cars, as well as tightening security guards and security patrols at peak times and the dead hours at the end of Ramadan nights.

Stressing the importance of providing breakfast to the work sites of all members of the security patrols, the provision of breakfast and sohoor in all security facilities and raising the readiness of all units guarding vital facilities and important embassies as well as others.

He also confirmed the necessity of continued supervision and feedback by leaders and directors of security of the provinces to conduct services and guard duty in their respective areas of competence and reporting the level of implementation in each province to the leadership of the Ministry of the Interior.

ذكرت صحيفة “الإندبندنت” البريطانية أن الجيش الإسرائيلي كثف بشكل ملحوظ وجوده على الحدود السورية بالقرب من المعبر الحدودي الوحيد بين البلدين والذي أصبح مسرحا للقتال بين الحكومة السورية ومقاتلي المعارضة أمس. وكان من بين القوات الإسرائيلية التي تم نشرها وحدة ميتار الاحتياطية التي تشغل صواريخ تموز التي استخدمت بالفعل في مناوشات عبر الحدود في الأشهر الأخيرة إلى جانب قوات المشاة والفرق المدرعة بالإضافة إلى الانتشار العسكري الإضافي وقد أخبر الجيش المزارعين المحليين بالابتعاد عن المنطقة أمس.
وقد زاد قلق إسرائيل بشكل ملحوظ خوفا من تتسرب الحرب في سوريا عبر حدودها المشتركة في مرتفعات الجولان التي استولت عليها إسرائيل من سوريا عام 1967 وضمتها رسميًا عام 1981.

The British newspaper “The Independent” noted that the Israeli army intensified the form of its presence on the Syrian border, near the only border crossing between the two countries, that yesterday became the scene of fighting between the Syrian government and opposition fighters. Among the Israeli forces that have been issued is the Mitar backup unit that operates ‘July missiles’ that have already been used in a cross-border skirmishes in past months, as well as with infantry and armored divisions. In addition to (this) the additional deployed military yesterday told local farmers to stay away from the area.

Israel’s concerns that the war will leak from Syria through their common borders in the Golan Heights, which Israel captured from Syria in 1967 and formally annexed in 1981, have increased significantly.

‎ اعتقلت الأجهزة الأمنية ظهر اليوم الإثنين 13 متورطا بأحداث العنف التي وقعت في مدينة معان في الفترة الأخيرة على خلفية مقتل اثنين من أبناء معان خلال مطاردة أمنية لخلية متورطة بمقتل الملازم أيمن المقدادي.

‎وأكد مصدر أمني أن المعتقلين لا زالوا قيد الاشتباه بهم وسيتم احالتهم الى التحقيق متوقعا أن يتم احالتهم الى محكمة أمن الدولة للنظر في قضيتهم .

Security services arrested 13 on Monday afternoon involved in violent events that occurred in the city of Maan against the backdrop of the killing of two son of Maan during the hunt for a cell involved in the killing of Lt. Ayman Mikdadi.

A security source confirmed that the arrested are still suspected and will be brought to the investigation that is expected to be considered by the State Security Court.

عين شمس” تشطب أسرة “نيوفيجن” من كليات الحقوق والآداب

شطبت إدارة جامعة عين شمس أسرة “نيوفيجن” في كل من كلية الحقوق والآداب بناء على قرار مجلس إدارة اتحاد طلاب الجامعة نتيجة للاشتباكات التي شهدها الحرم الرئيسي للجامعة في مسيرة أمس الأحد لرفض العنف.

وأعلنت الجامعة في بيان صحفي أصدرته مساء اليوم الاثنين، أنه تحويل الطلاب المتورطين في أحداث العنف الى التحقيق لإحالتهم إلى مجالس التأديب بعد التحقيق.

كما تم التفاوض مع الجهة المتعاقد معها لمشروع البوابات الالكترونية والكاميرات وتعهدت بتركيب البوابات كمرحلة أولى خلال شهر من الاثنين.

وأضاف البيان أنه جارى دراسة التعاقد مع شركة أمن خاص لتدعيم الأمن الجامعي منوها عن تدعيم الأمن الجامعي بـ 50 فردا نقلاً من الدفاع المدني بالجامعة كإجراء سريع لحين إتمام التعاقد مع شركة الأمن الخاصة. وأكدت الجامعة انتظام الدراسة في جميع الكليات سواء بالحرم الرئيسي أو في باقي الكليات والمعاهد.

“Ain Shams bans “New Vision” club from the law and art colleges”

The “Ain Shams” university administration have written off in full the “New Vision” club from the schools of law and art building on a decision made by the Council of Union of University Students as a result of clashes at an anti-violence march  on the main University campus yesterday on Sunday.

The university announced in press statement issued Monday evening, that transfer students involved in the violent events will be investigated and referred to the Disciplinary Council after the investigation.

The University has also been negotiating with contractors on “an electronic gates and camera project” and pledged the installment of the gates as a “first step” during the month from Monday.

In addition, the statement said that it was in the process of contracting with a private security company to strengthen university security and was alluding to strengthen university security with 50 civilian-defence personnel as a short term measure until the completion of the private security company contract.

The  university confirmed the continuity of regular studies at all colleges,  both at the main campus and other institutes.

It’s a shame the article doesn’t go into further detail, as this story has some underlying elements which make it all the more interesting

The ‘end to thuggery’ march, as it was dubbed, was lobbying for  greater campus security, which ultimately became a self-fulfilling prophecy when they got attacked. Attacks on such rallies have occurred before. Although that leads one to ask why? What is the motive?

There has been a continuous talk of ‘thuggery’ in Egypt after the overthrow of Mubarak – ‘thuggery’ in the streets, in the universities, at the pyramids etc. An easy explanation for this, is the lack of centralized institutions, which makes crime easier to get away with. In such an environment, many would take the chance to try and get out of poverty, or into power, or both. M. Maziad shares some interesting thoughts on the role of social class in the Egyptian revolution here.

However, there are also claims from the students that the university is in collusion with these so-called ‘thugs’, and have been so even before the revolution. Gharib Mahmoud, founder of New Vision, is claimed to be affiliated with State Security under Mubarak and currently under Morsi. Several members of New Vision hold several of the Faculty of Law’s student union seats.

The following is purely a hypothesis based on poli sci assumptions.

Why would Ain Shams be colluding with ‘thugs’?

– As we known, there has been little-to-no rearrangement of the police forces, despite their instigating-role of the revolution following the killing of Said Khalid. In the wake of growing opposition ‘thugs’ were “deputized” by state security apparatus and formed into militias as a method of increasing the repression on activists, students and citizens. This is common procedure – the 2009 Iranian revolution saw a similar occurrence. Universities are hubs for dissent, therefore it seems logical to place these groups into a college setting, whereby they can influence the larger student body by the means of propaganda and fear.

Whether the university administration colludes with them or not is uncertain. They could have been bought or threatened, or perhaps university elites have negotiated an ‘arrangement’ to permit their presence for increased status and influence on their part. To answer this question would require access to some privileged information, to say the least.
